ISO rejects Office Open XML appeal (redux)

The International Standardisation Organisation (ISO) has rejected appeals by four countries to reject Microsoft's Office Open XML formats as an international standard. No further appeals can be made against the decision by two technical boards, so ISO/IEC DIS 29500, Information technology - Office Open XML formats can wend its way to publication in coming weeks.

In a press release yesterday, the ISO said appeals by Brazil, India, South Africa and Venezuela had failed to muster the support of two thirds of the members of its technical boards.

According to the alleged results page, OOXML received a 75 percent “approve” total. It needed 66.66 percent to become an ISO standard. Here is the alleged ISO ballot information on OOXML (zipped PDF file).

Windows Vista 5308 Public Download?

It would appear that Windows Vista 5308 is available for members of the public to download from Microsoft's servers. This is almost certainly a mistake on Microsoft's part, but nevertheless - the build is publicly downloadable and appears to be identical to the version available to testers via MS Connect.

Naturally, the build can only be installed by those with a valid Windows Vista Product key, which are issued only to official testers and MSDN/Technet Subscribers. The file is 2.71GB, and is named FebCTP_5308_32bit_Main_Sta ged_DVD.iso.

ISO Takes Control Of OOXML

Alex Brown, head of the ISO work group responsible for OOXML, has posted a summary of their latest meeting, and he also comments on the resolutions discussed there. The basic message is that ISO now has 'full responsibility for the standard,' and that several workgroups will be established to work on OOXML. An interesting point here is that 'setting up a maintance procedure for ODF, and then working on cross-standard initiatives' is one of the explicit goals.

Challenges coming to ISO Open XML vote?

Now that Office Open XML (OOXML) has been certified as an ISO standard, there is a possibility that the vote leading to that result will be challenged. It seems Microsoft is already counting on it.

The ISO on Wednesday officially announced that Open XML received enough votes to become a standard, reversing a previous attempt in September that failed.

But there have been several reports of "irregularities" in the voting of the 87 national standards bodies that participated.

Those complaints could lead to a formal appeal of the votes which, under ISO rules, need to be lodged by those countries in the next two months.

Vista SP1 Integration Guide

As we reported a few days ago, the latest build of Vista SP1 released to testers (6001.16633) is in the EXE standalone update format. Many of you will no doubt be wondering as to how exactly the bits can be integrated into a Vista RTM ISO if at all possible.

There's some good news and there's also some bad news.

First of all, it must be noted that we are still unsure if the SP1 update will remain in the EXE format and that anything noted below is subject to change. The primary reason being Microsoft's documentation for Vista Service Packs state that they will be provided in the MSU format whereas it is currently being offered to testers in the EXE format.

Unlike previous service pack updates for older Windows OSes, Microsoft do not provide any switches in the EXE to allow for simple integration. Part of the problem has to do with the completely different format that the Vista Setup DVD uses where each edition of Vista is a separate index in the install.wim and that each index needs to be separately updated. While Microsoft could implement a switch to allow the user to select which index to update or a switch to update all the indexes, it will turn out to be a very lengthy and time-consuming process as we are talking about gigabytes of files that need to be updated/replaced, saved and recompressed. Unfortunately, Vista also does not implement an Updates folder unlike Office 2007 where one could stick all the latest updates in the folder in the ISO and setup would pick them up and install them...

OOXML revolt brewing? Three countries appeal ISO approval

India, Brazil, and South Africa are attempting to appeal ISO's fast-track approval of Microsoft's controversial Office Open XML (OOXML) format. The organizations representing those countries in ISO complain of process irregularities, lack of inclusiveness during meetings and debates, and insufficient time to address all of the issues and concerns raised by participants during the review process.

Google: OOXML makes a mockery of ISO process

The head of Google's open-source programs on Monday urged international delegates to vote against certifying Office Open XML as an ISO standard, saying the Microsoft-led effort poses a risk to users who want unfettered access to documents.

Delegates from international standards bodies are meeting in Geneva this week to resolve technical comments submitted after Office Open XML (OOXML) failed to pass as a standard last September. The results of the five-day ballot resolution meeting are critical for Microsoft's two-year bid to get International Organization for Standardization, or ISO, certification.
