A Russian mobile-phone operator is the latest service provider to team with Microsoft to offer Windows-based PCs on a subscription basis through the
company's Unlimited Potential program.
A partnership with Mobile TeleSystems OJSC (MTS), unveiled Wednesday at the Mobile World
Congress in Barcelona, is similar to ones that Microsoft already has in place in Mexico and Brazil as part of a plan to bring affordable technology to
developing countries.
Through the partnership, Microsoft in June will deliver PCs running Windows Vista that offer built-in
mobile broadband access to customers on a subscription basis, rather than requiring customers to pay for them outright. The two companies also are
working on a road map to introduce new mobile communications services that can be accessed on those PCs but did not specifically say what those new
services will be.

making Windows Vista (or
Longhorn, as it was then
known) a fast-booting
operating system. Fast, as in
cold boots
that were 50 percent faster
than those possible with
Windows XP?
Something obviously went
awry.
As
Computerworld is reporting, a
number of Vista users are
none too
happy about Vista boot-up
times. Some are
questioning whether Microsoft
is advocating that users just
put Vista into sleep mode, as
opposed to shutting down
systems on a daily basis, to
mask the sluggish boot up.
(And it's not just
boot up speeds that are
troublesome. Vista shutdown is
as slow as molasses, too,
Computerworld is reporting
users as saying. And
app-loading times are nothing
to write home about,
either.)
Microsoft
has been touting the
sleep/hibernate modes as the
preferred ways to "shut off"
Vista systems.

The federal judge in charge of holding Microsoft Corp. to a 2002 antitrust settlement decided this week to let Google Inc. file a brief spelling out
its objection to the June agreement between Microsoft and government regulators regarding desktop search features in Windows Vista.
On Tuesday, U.S. District Court Judge Colleen Kollar-Kotelly granted Google's request to file a friend-of-the-court brief in which the search
company questioned Microsoft's promise to change Vista's search capabilities. The brief, which Google first submitted June 25, is part of the
company's ongoing legal battle with its rival over search.
"
the Court has no basis on which to conclude that the
resolution of the Google complaint agreed upon by the parties is not an appropriate resolution ... the Court shall grant Google's motion,"
Kollar-Kotelly wrote in an order filed Sept. 4.
Google's campaign started earlier this year when it complained to federal
antitrust officials that Vista discouraged customers from using other search software, including its own programs. In June, Microsoft agreed to
changes in how Vista handles search and promised that users would be able to select their preferred desktop search engine in Service Pack 1 (SP1),
which it would release in beta during 2007. ..

Gartner: Windows collapsing under its own weight;
Radical change needed
Microsoft’s Windows juggernaut is collapsing as it tries to support 20 years of applications and becomes more
complicated by the minute. Meanwhile, Windows has outgrown hardware and customers are pondering skipping Vista to wait for Windows 7. If Windows is
going to remain relevant it will need radical changes.
That sobering outlook comes courtesy of Gartner analysts Michael Silver and Neil
MacDonald. Half of a full room of IT managers and executives raised their hands when asked whether Microsoft needed to radically change its approach
to Windows. “Windows is too monolithic,” says Silver.
Silver also gave another anecdotal point to show the conundrum Microsoft
is in: Clients are calling him to ask whether they should skip Vista entirely and wait for Windows 7, which promises to be more modular and
potentially lightweight. Adrian Kingsley-Hughes has also found an impact on
Vista from all of the Windows 7 chatter. Silver’s recommendation: Go with Vista but on an attrition basis. As XP PCs die, replace them with

Microsoft Advises Double Checking Vista/XP for DST Change
Microsoft has set up a page to assist users with checking their Vista and XP system to make
sure they are in compliance with all the local Daylight Saving Time (DST) rules. In some cases, time zone settings may be incorrect, according to
Microsoft. There are no known issues with Mac OS X.
The Microsoft advisory says: "Observance of DST, and 'Summer Time' in much
of Europe, is often different around the world; many areas, countries and territories shift their clocks at different times throughout the year.
During these changes, clocks are usually shifted by one hour. Some locations follow a set of standard, uniform rules for the start and end dates of
DST, but some locations determine the dates on a much more dynamic basis.

After month, no rush to adopt Vista
Windows Vista has been on the
market for nearly a month now,
but enterprise users and
industry experts agree that
Microsoft's latest and
greatest OS still isn't yet
ready to replace XP. The
problem is not with the
software itself -- by most
accounts, Vista is technically
solid -- but with myriad
peripheral issues that
Microsoft must work out to
take the pain out of using
Vista.
Take
patching, for example. On Dec.
12, Microsoft released an
Internet Explorer 7 fix that
improved the performance of
IE's phishing filter. The
software had been bogged down
by Web sites with a large
number of frames, and users
had been complaining.
Microsoft patched the problem
for Windows XP and Server 2003
users, but not for Vista. That
update will come after the
consumer release of Vista hits
the market some time in
January, according to a
spokeswoman for Microsoft's
public relations agency. And
although Microsoft is now
issuing security patches for
Vista, performance-related
updates such as the phishing
filter are being handled on a
case-by-case basis, she said.
Microsoft won't
say why it is holding off on
some Vista patches even though
the product is commercially
available for business
customers, but Russ Cooper, a
senior information security
analyst at Cybertrust, has a
theory. "I say Microsoft
never intended anybody to run
Vista prior to January," he
said. "What works on Vista,
beyond Office 2007?" he
asked. "I'm going to Vista
... when my VPN supplier tells
me that they have drivers that
work, and when my anti-virus
vendor tells me that they have
non-beta versions that work."

seriously. When I know I have
time, I'm "upgrading" from
Windows Vista to Windows
XP.
I stand by my
original assertion that the
shipping version of this OS is
late beta, at best. I realize
that other enthusiasts are
leaving Windows altogether
(and leaping instead to
Apple's OS X), but there's
not yet enough momentum behind
my willingness to do that.
I'll leave the installs of
Vista 32 and 64 on this PC,
but I'll spend most (if not
all) of my time back in
tried-and-true Windows XP.
I'll give Vista a
second chance when the first
service pack is released later
this year, but until then…- My scanner
doesn't really work. The
software hasn't caught up
yet, and won't be available
until SP1 time-frame. The
software works like a charm in
XP - amazingly well, as a
matter of
fact.

Maker crashes on a regular
basis.
- My IPFax
software doesn't work (the
driver will likely never be
updated to be
Vista-compliant). Never, EVER
caused me a problem in XP. I
need this software to work,
and dual-booting to use it is
