Microsoft Corp. has reported a problem with one of its security patches released yesterday that requires some users to take additional steps to ensure it installs properly.
The problem affected patch number MS06-007, which fixes a TCP/IP vulnerability in several versions of Windows that could allow a denial-of-service attack. Microsoft called the patch important but not critical, and said users should install it as soon as possible. It was one of several patches released yesterday (see "Microsoft issues seven security patches").

It seems that Qwest can't decide if it's throttling bandwidth or not. A user on Consumerist.com states that Qwest tech support told him that
they do throttle their bandwidth for excessive users, and then sometime later, the tech support agent called him back and reported that they do not
throttle bandwidth. According to the user who is based in Washington, Qwest puts rate limits on streaming intensive sites like Youtube. The user
confirmed this by running several speed tests and then viewing Youtube again and was receiving the slower data rate. Then by using an external proxy
he was able to achieve much faster speeds than if he directly connected to the site.

Comcast is fighting back against what it calls excessive bandwidth users. The company confirmed that it has successfully deployed throttling
technology to all its markets. Comcast claims that the technology is to help make everyone get the same experience and have equal opportunity to the
bandwidth. The throttling works in a manner that your data can be put in two classes; PBE (Priority Best-Effort) or BE (Best-Effort) with
preference being PBE. This is determined by "sustained use of 70% of your up or downstream throughput triggers the BE state, at which point
you'll find your traffic priority lowered until your usage drops to 50% of your provisioned upstream or downstream bandwidth for up to 15 minutes.

according to a report by ABI
Research. The problem comes
from more demanding
applications, including
high-definition video, video
on demand, online gaming, and
higher-bandwidth Internet
applications, which could lead
to fewer high-definition
television channels and
sputtering internet speeds.
" The increasing bandwidth
demands on cable operators
will soon reach crisis stage,
yet this is a 'dirty little
industry secret' that no one
talks about, " said Stan
Schatt, VP and research
director for ABI Research.
Currently, cable
providers utilize roughly
750MHz worth of bandwidth:
676MHz for downstream
applications like analog
cable, digital cable, HD
programming, video on demand,
Internet data, and VoIP
service and 54MHz for upstream
transmissions; according to
ABI, however, 750MHz just
isn't enough to deal with
future growth. " Uploading
bandwidth is going to have to
increase, " Schatt stated.
" And the cable providers
are going to get killed on
bandwidth as HD programming
becomes more
commonplace. "

ISP group 186K has blamed
potential congestion on its
network this week on bandwidth
being swallowed by
Microsoft's monthly security
patch update.
Redmond unleashed six
critical fixes on Tuesday.
186K's
engineers first suspected a
new virus, according to the
firm's
status
page, but later on
Wednesday morning said it was
because its network had
struggled with the larger than
normal update. The firm sent
an email to customers that
read:
There is a
possibility you could be
experiencing some congestion
issues this morning on our
network. This appears to be
affecting systems other than
just our own, and it is
believed to be related to a
large Microsoft Windows Update
which has become available for
automatic download
today.

It's the
third time this week that ISPs

A few days ago Neowin reported that Time Warner Cable would be expanding bandwidth cap testing to more regions. The extremely limiting bandwidth cap,
supprisingly, isn't sitting well with consumers and TWC is having trouble finding potential beta testers. In a nice way TWC is reporting that
after listening to customers they decided to delay the testing. What really probably happened was that angry customers were calling up and giving the
