Microsoft submits Open Source Office XML to ECMA


As reported by the TheServerSide.net, Microsoft has submitted the beta 1 findings to the ECMA International board for standardization in hopes of gaining international standardization.

In an interview with a fellow Microsoft employee, Robert Scoble, interviewer for the MSDN developer community Channel 9, talks with Jean Paoli about the submission. Mr. Paoli explains the process after Robert asks if the XML is really open source.

ISO rejects Office Open XML appeal (redux)

The International Standardisation Organisation (ISO) has rejected appeals by four countries to reject Microsoft's Office Open XML formats as an international standard. No further appeals can be made against the decision by two technical boards, so ISO/IEC DIS 29500, Information technology - Office Open XML formats can wend its way to publication in coming weeks.



In a press release yesterday, the ISO said appeals by Brazil, India, South Africa and Venezuela had failed to muster the support of two thirds of the members of its technical boards.

Now that Office Open XML (OOXML) has been certified as an ISO standard, there is a possibility that the vote leading to that result will be challenged. It seems Microsoft is already counting on it.



The ISO on Wednesday officially announced that Open XML received enough votes to become a standard, reversing a previous attempt in September that failed.



But there have been several reports of "irregularities" in the voting of the 87 national standards bodies that participated.



Those complaints could lead to a formal appeal of the votes which, under ISO rules, need to be lodged by those countries in the next two months.

The International Organization for Standardization (ISO) has announced that it is putting Microsoft's Open XML format (the file format used for Office 2007) on a five-month schedule to become a full ISO standard as early as this August. An e-mail by Lisa Rajchel, the secretariat of ISO's Joint Technical Committee, confirmed this decision. The proposal still has to be put to a ballot and distributed to all 157 member countries in the ISO, which is likely to happen sometime this week. The move would put Microsoft's format on par with OpenDocument (created from the existing XML-based file formats of Open Office.org), which received ISO's blessing last May.

Some industry observers have pointed out that having two separate XML document standards for office suites could potentially be confusing. Some member countries of the ISO have proposed "harmonizing" ODF and Open XML to make them more interoperable, although this would involve lengthy and complicated changes to both formats. Other criticisms of Open XML include the complexity of the format, as it is a more complex format than OpenDocument, but it has to be because it is required to support every feature that exists in Microsoft Office, many of which have no analog in OpenOffice. A spokesperson for the Ecma addressed the criticism that having two document standards (ODF and Open XML) was potentially confusing: " Ecma does not see a problem to have several, competing format standards in ISO/IEC, such as PDF and the standards for the disjoint. Ecma is, of course, very interested to learn the views of the National Bodies in JTC 1 and ISO/IEC about this subject ."

The National Institute of Standards and Technology (NIST) is backing Microsoft's effort to certify Office Open XML as an international standard.



The U.S. standard body said on Friday that it has voted to conditionally approve Office Open XML (OOXML) pending some technical concerns in an upcoming standards approval vote.



NIST is part of the committee that will establish the United States' position in a September 3 vote at the International Organization for Standardization (ISO). Influential OSI member attacks Microsoft over OOXML fiasco

Microsoft has been severely criticised by an influential member of the Open Source Initiative over the way it has pursued ISO certification for the Office Open XML specification.



Eric S Raymond, a founding member of the Open Source Initiative (OSI), labelled Microsoft's behaviour in pushing Office Open XML (OOXML) for fast track ISO certification as "egregious", and said that he was almost ready to recommend that Microsoft not receive approval from the OSI for the Microsoft Permissive License.

An esoteric but key U.S. technical standards committee decided last week not to endorse Microsoft's Office Open XML document specification, increasing the odds that the U.S. will vote against approving Open XML as an open standard next month at an ISO standards body meeting.

Open XML stumbles in India

A technical committee in India unanimously rejected Microsoft's Office Open XML file format as a standard, ahead of a vote on Sept. 2 by the ISO on whether to approve Open XML as an international standard.



However, the rejection may be temporary should Microsoft meet some of the objections to Open XML raised by committee members.

Open Office XML standards row heats up

Microsoft is facing growing criticism of its bid to have Office Open XML (OOXML) accepted as an international standard ahead of a crucial vote by the ISO scheduled for February.

Fallout from Office Open XML Vote Continues

The fallout from the events leading up to the recent vote on whether or not to approve Microsoft's Office Open XML documents format as an ISO standard continues unabated, more than a month after the software maker conceded it had lost that vote.



Work in SC 34, the committee within the ISO/IEC's Joint Technical Committee 1 that addresses document formats and which has a constant stream of standards under active consideration and balloting, has come to a complete halt.



The work stoppage is being attributed to the fact that, after the increase in voting members, known as P members, of SC 34 in the run-up to the ballot on Microsoft's Office OOXML (Open Office XML) submission to the International Organization for Standardization and the International Electrotechnical Commission, those newly minted voting members have not participated in any of the SC 34 member votes since the OOXML vote.
