17.05.2006Challenges coming to ISO Open XML vote?
Now that Office Open XML (OOXML) has been certified as an ISO standard, there is a possibility that the vote leading to that result will be
challenged. It seems Microsoft is already counting on it.
The ISO on Wednesday
officially announced that Open XML received
enough votes
to become a standard, reversing a
previous attempt in September that failed.
But there have been
several reports of "irregularities" in the voting of the 87 national standards bodies that participated.
Those complaints could
lead to a formal appeal of the votes which, under ISO rules, need to be lodged by those countries in the next two months.

02.04.2008Google: OOXML makes a mockery of ISO process
The head of Google's open-source programs on Monday urged international delegates to vote against certifying Office Open XML as an ISO standard,
saying the Microsoft-led effort poses a risk to users who want unfettered access to documents.
Delegates from international
standards bodies are meeting in Geneva this week to resolve technical comments submitted after Office Open XML (OOXML) failed to pass as a standard
last September. The results of the five-day ballot resolution meeting are critical for Microsoft's two-year bid to get International Organization for
Standardization, or ISO, certification.

27.02.2008Microsoft Office XML gets fast-tracked to ISO standard
The International Organization
for Standardization (ISO) has
announced that it is putting
Microsoft's Open XML format
(the file format used for
Office 2007) on a five-month
schedule to become a full ISO
standard as early as this
August. An e-mail by Lisa
Rajchel, the secretariat of
ISO's Joint Technical
Committee, confirmed this
decision. The proposal still
has to be put to a ballot and
distributed to all 157 member
countries in the ISO, which is
likely to happen sometime this
week. The move would put
Microsoft's format on par
with OpenDocument (created
from the existing XML-based
file formats of Open
Office.org), which received
ISO's blessing last May.
Some industry
observers have pointed out
that having two separate XML
document standards for office
suites could potentially be
confusing. Some member
countries of the ISO have
proposed "harmonizing" ODF
and Open XML to make them more
interoperable, although this
would involve lengthy and
complicated changes to both
formats. Other criticisms of
Open XML include the
complexity of the format, as
it is a more complex format
than OpenDocument, but it has
to be because it is required
to support every feature that
exists in Microsoft Office,
many of which have no analog
in OpenOffice. A spokesperson
for the Ecma addressed the
criticism that having two
document standards (ODF and
Open XML) was potentially
confusing: " Ecma does not
see a problem to have several,
competing format standards in
ISO/IEC, such as PDF and the
standards for the disjoint.
Ecma is, of course, very
interested to learn the views
of the National Bodies in JTC
1 and ISO/IEC about this
subject ."

10.08.2007Influential OSI member attacks Microsoft over OOXML fiasco
Microsoft has been severely criticised by an influential member of the Open Source Initiative over the way it has pursued ISO certification for the
Office Open XML specification.
Eric S Raymond, a founding member of the Open Source Initiative (OSI), labelled Microsoft's
behaviour in pushing Office Open XML (OOXML) for fast track ISO certification as "egregious", and said that he was almost ready to recommend that
Microsoft not receive approval from the OSI for the Microsoft Permissive License.
The OSI are the "stewards of the Open Source

approval. The OSD is the most widely accepted set of criteria in the IT industry for classifying software as open source...

17.07.20072007 Office System SDK: Open XML Format SDK 2.0
Open XML is an open ECMA 376 standard and is also approved as the ISO/IEC 29500 standard that defines a set of XML schemas for representing
spreadsheets, charts, presentations, and word processing documents. Microsoft Office Word® 2007, Microsoft Office Excel® 2007, and Microsoft Office
PowerPoint® 2007 all use Open XML as the default file format.
The Open XML file formats are useful for developers because they
use an open standard and are based on well-known technologies: ZIP and XML.
The Open XML Format SDK 2.0 is built on top of the
System.IO.Packaging API and provides strongly typed part classes to manipulate Open XML documents. The SDK also uses the .NET Framework
Language-Integrated Query (LINQ) technology to provide strongly typed object access to the XML content inside the parts of Open XML documents.

13.03.2007Open XML stumbles in India
A technical committee in India unanimously rejected Microsoft's Office Open XML file format as a standard, ahead of a vote on Sept. 2 by the ISO on
whether to approve Open XML as an international standard.
However, the rejection may be temporary should Microsoft meet some of
the objections to Open XML raised by committee members.
The technical committee was set up by the Bureau of Indian Standards
(BIS), India's national standards body, which is a founder member of International Organization for Standardization (ISO), and represents India at
the international standards organization.
"There were a large number of technical objections raised about Open XML, and many of
which Microsoft was not able to address at this point," said D.B. Phatak, professor at the Indian Institute of Technology (IIT) in Mumbai. One of the
objections was that Open XML was not fully compatible with OpenDocument Format (ODF), a rival existing ISO standard, he added. IIT Mumbai is a member

24.08.2007Open Office XML standards row heats up
Microsoft is facing growing criticism of its bid to have Office Open XML (OOXML) accepted as an international standard ahead of a crucial vote by the
ISO scheduled for February.
Redmond initially promised that the ISO would have control of OOXML if and when it became a standard.
Critics
reckon Microsoft is now backsliding on this
promise via plans to retain indirect control of the standard through Ecma International, the group that originally rubber stamped OOXML.
The proposals have raised concerns that the ISO would be unable to make OOXML compatible with existing standards, leaving the ISO relegated
to the role of publishing a list of errata (corrections), with Ecma left in charge

19.12.2007IBM VP: Office OpenXML a dead end, Microsoft will back ODF

document standards and the implications of ISO's controversial decision to grant fast-track approval to Microsoft's Office Open XML (OOXML)
format.
Allegations of procedural irregularities in the OOXML approval process have raised serious questions about the integrity
of ISO. Some national standards bodies complained that their views were disregarded or ignored during the
OOXML ballot resolution meeting
because of unreasonable time constraints. Some critics fear that the problems that arose during the ISO evaluation of OOXML will contribute to
disillusionment and apathy towards open standards.

02.04.2007Office Open XML Standards Push Not Dead Yet
Like the Terminator “ just
when the monster machine seems
defeated, it always somehow

push for international
standards status for its
Office document formats
refuses to die.
Just
last week, a committee charged
with deciding whether or not
to recommend that the U.S.

Microsoft's Office Open XML
(OOXML) formats when the
International Organization for
Standardization (ISO)
considers them in September,
deadlocked, leaving the
formats' future as an ISO

Not so, said Microsoft
officials. Indeed, since the
technical committee was unable

decided to move forward on its

aspirations remain alive.

21.07.2007Fallout from Office Open XML Vote Continues
The fallout from the events leading up to the recent vote on whether or not to approve Microsoft's Office Open XML documents format as an ISO
standard continues unabated, more than a month after the software maker conceded it had lost that vote.
Work in SC 34, the
committee within the ISO/IEC's Joint Technical Committee 1 that addresses document formats and which has a constant stream of standards under active
consideration and balloting, has come to a complete halt.
The work stoppage is being attributed to the fact that, after the
increase in voting members, known as P members, of SC 34 in the run-up to the ballot on Microsoft's Office OOXML (Open Office XML) submission to the
International Organization for Standardization and the International Electrotechnical Commission, those newly minted voting members have not
participated in any of the SC 34 member votes since the OOXML vote.
