ISO rejects Office Open XML appeal (redux)

The International Standardisation Organisation (ISO) has rejected appeals by four countries to reject Microsoft's Office Open XML formats as an international standard. No further appeals can be made against the decision by two technical boards, so ISO/IEC DIS 29500, Information technology - Office Open XML formats can wend its way to publication in coming weeks.



In a press release yesterday, the ISO said appeals by Brazil, India, South Africa and Venezuela had failed to muster the support of two thirds of the members of its technical boards.

Microsoft's backward route to ODF support

Microsoft's decision to add support to Office 2007 for the OpenDocument Format instead of its own OOXML office file format is due to backward-compatibility issues with OOXML, it has emerged.

While developing our support for ODF requires a substantial amount of work, changes to existing file formats are often more complex than developing new code and therefore more difficult to implement due to backwards compatibility considerations."

In a blog posting this week, Alex Brown, leader of the International Organization for Standardization (ISO) group in charge of maintaining the Office Open XML (OOXML) standard, revealed that Microsoft Office 2007 documents do not meet the latest specifications of the ISO OOXML draft standard.



"Word documents generated by today's version of Microsoft Office 2007 do not conform to ISO/IEC 29500," said Brown in a blog post recounting the process of testing a document against the "strict" and "transitional" schema defined in the standard.

Microsoft Office XML gets fast-tracked to ISO standard

The International Organization for Standardization (ISO) has announced that it is putting Microsoft's Open XML format (the file format used for Office 2007) on a five-month schedule to become a full ISO standard as early as this August. An e-mail by Lisa Rajchel, the secretariat of ISO's Joint Technical Committee, confirmed this decision. The proposal still has to be put to a ballot and distributed to all 157 member countries in the ISO, which is likely to happen sometime this week. The move would put Microsoft's format on par with OpenDocument (created from the existing XML-based file formats of Open Office.org), which received ISO's blessing last May.

Some industry observers have pointed out that having two separate XML document standards for office suites could potentially be confusing. Some member countries of the ISO have proposed "harmonizing" ODF and Open XML to make them more interoperable, although this would involve lengthy and complicated changes to both formats. Other criticisms of Open XML include the complexity of the format, as it is a more complex format than OpenDocument, but it has to be because it is required to support every feature that exists in Microsoft Office, many of which have no analog in OpenOffice. A spokesperson for the Ecma addressed the criticism that having two document standards (ODF and Open XML) was potentially confusing: " Ecma does not see a problem to have several, competing format standards in ISO/IEC, such as PDF and the standards for the disjoint. Ecma is, of course, very interested to learn the views of the National Bodies in JTC 1 and ISO/IEC about this subject ."

Open Office XML standards row heats up

Microsoft is facing growing criticism of its bid to have Office Open XML (OOXML) accepted as an international standard ahead of a crucial vote by the ISO scheduled for February.



Redmond initially promised that the ISO would have control of OOXML if and when it became a standard. Critics reckon Microsoft is now backsliding on this promise via plans to retain indirect control of the standard through Ecma International, the group that originally rubber stamped OOXML.



The proposals have raised concerns that the ISO would be unable to make OOXML compatible with existing standards, leaving the ISO relegated to the role of publishing a list of errata (corrections), with Ecma left in charge

2007 Office System SDK: Open XML Format SDK 2.0

Open XML is an open ECMA 376 standard and is also approved as the ISO/IEC 29500 standard that defines a set of XML schemas for representing spreadsheets, charts, presentations, and word processing documents. Microsoft Office Word® 2007, Microsoft Office Excel® 2007, and Microsoft Office PowerPoint® 2007 all use Open XML as the default file format.



The Open XML file formats are useful for developers because they use an open standard and are based on well-known technologies: ZIP and XML.



The Open XML Format SDK 2.0 is built on top of the System.IO.Packaging API and provides strongly typed part classes to manipulate Open XML documents. The SDK also uses the .NET Framework Language-Integrated Query (LINQ) technology to provide strongly typed object access to the XML content inside the parts of Open XML documents.

Challenges coming to ISO Open XML vote?

Now that Office Open XML (OOXML) has been certified as an ISO standard, there is a possibility that the vote leading to that result will be challenged. It seems Microsoft is already counting on it.



The ISO on Wednesday officially announced that Open XML received enough votes to become a standard, reversing a previous attempt in September that failed.



But there have been several reports of "irregularities" in the voting of the 87 national standards bodies that participated.



Those complaints could lead to a formal appeal of the votes which, under ISO rules, need to be lodged by those countries in the next two months.

Office File Format approved as Standard

Microsoft's Office OpenXML has been approved as an Ecma standard and will now also be submitted for consideration as an ISO international standard.

Ecma International announced the approval of the new standard on Dec. 6 following a meeting of its general assembly. Ecma will also begin the fast track process for adoption of the Office OpenXML formats as an ISO international standard in January 2007.

The work to standardize OpenXML was carried out by Ecma International through a technical committee, which includes representatives from Apple, Barclays Capital, BP, The British Library, Essilor, Intel, Microsoft, NextPage, Novell, Statoil, Toshiba and the U.S. Library of Congress.
