EU agrees with guidelines on Internet restriction
European MEP's and Council representatives have agreed on a set of guidelines that state restrictions to Internet usage may "only be imposed if
they are appropriate, proportionate and necessary within a democratic society," and that users are entitled to a "fair and impartial procedure"
before disconnection. The Telecoms Reform Package that the restriction guidelines are part of will go before the European Parliament and Council for
a final decision in late November. The compromise is the result of all night negotiations and is the last hurdle for the package which also include,
amongst other things, a rule that will require mobile phone companies to help users change contracts within 24 hours.

20.11.2009EU embraces "Internet Freedom"
The EU took a big step forward last night and approved a measure to ensure "internet freedom" would remain and that individuals would not have their
internet cutoff unjustly. The Internet freedom provision, which was part of a massive telecommunications package, was approved late last night after
France determined that its own HADOPI law assumed guilt rather than innocence. The passage still allows for countries to adopt a three strike
policy but "must presume innocence, guard privacy, and allow for judicial appeal". This differs from previous policies that gave EU governments the
full ability to cut off ones internet with little chance for appeal.

06.11.2009European Commission contends UK over online privacy
According to BBC technology, the UK government has been accused by the European Commission for failing to protect the citizens' privacy. The
European Commission stated that the UK government should have done more to guarantee and secure online privacy when trials of a controversial
ad-serving system were carried out back in 2006. The ad-serving system in question, was tested in 2006 by a company known as Phorm. BT, Talk Talk and
Virgin had all signed up to use Phorm, which targets adverts to users based on web habits.

Part of an ongoing initiative to make its products more open, Microsoft Corp. today announced at the Eclipse Summit Europe new solutions that help
developers using the Eclipse platform take advantage of the new features in Windows 7 and Window Server 2008 R2, and reinforce Java and PHP
interoperability with Windows Azure and Microsoft Silverlight. Microsoft worked with open source companies, Tasktop Technologies Inc. from Canada for
Windows 7 and Window Server 2008 R2, and Soyatec from France for Windows Azure and Silverlight, to provide greater choice and opportunities for
developers working in heterogeneous computing environments and use a mix of Microsoft and open source technologies.

28.10.2009Experts warn of Windows 7's abilities to encrypt child porn
Windows 7 can allow potentially incriminating data (such as child pornography) to be encrypted on a user's hard drive and make detection by police
"impossible", experts in Australia claim. Speaking to News.com.au, Hetty Johnson, a member of the Federal Government, called on Microsoft to act now
and make immediate changes. "If this new product gives paedophiles protection to keep harming children I would be extremely disappointed. I would
expect the company to take moves to rectify this." Australian law states that authorities can obtain warrants to use a Trojan horse to gain access
to a computer's data, but unlike British law, refusing to decrypt data when requested by the police is completely legal.

EBay has announced changes to the unpaid item dispute process; a move aimed at curbing the friction that can occur between buyers and sellers when
something goes wrong at the auction site. The announcements specifically relate to unpaid items, which are those that are not paid for within a
reasonable amount of time. eBay typically encourage users to contact one another to resolve potential issues in this event, but if this cannot or does
not happen the resolution process kicks in.

editorial I would like to share my opinion. Earlier this week, I have already shared my impressions of the newly revealed eBook readers, direct from
the floor of the Frankfurt Book Fair. eBooks were possibly the chief subject under discussion at this year's book fair. Amazon may be the most
prominent player in the growing market of eBook readers, at least in the US.

Microsoft Bing posted quarter-over-quarter gains in paid clicks and spend share, according to Efficient Frontier. Those gains appear to be coming at
the expense of Google, whose share of search spending fell to 73.7 percent, from 75.5 percent in the second quarter. Bing's paid search momentum is
muted by a few factors. Google commands some 70 percent of the search advertising spend and its search market share appears insurmountable.

The Palm and Apple war seems to have ended. Readers may remember that when the Palm Pre was released it had the ability to sync with Apple's
iTunes software. It did this is in a slightly underhand manner, essentially masking itself as an iPhone to be able to sync with the piece of software.
According to Read Write Web, the most recent version of the hack was made possible by Palm's use of Apple's USB hardware vendor code that
was provided by the USB Implementers Forum, an industry standards group. The Pre simply used Apple's code so that iTunes would see the Pre as an
Apple device.

The European Commission is going publish plans this week that will propose to limit the volume output on MP3 players and cell phones that are capable
of playing music. The idea is that the current MP3 players and cell phones are able to play music at decibels that can do serious damage to a
listener's ear. "Campaigners say a safe listening level is below 85 decibels for 40 hours use a week, but some MP3 players play music at up to
120 decibels.

Eager to get your hands on a new PC with Microsoft's Windows 7 preinstalled? If you play your cards right, you could get one as much as a week or
more in advance of the software's official Oct. 22 release.
A custom computer maker in the Seattle region says Microsoft has
quietly given smaller system builders its blessing to sell Windows 7 PCs as soon as they receive the product keys, which is expected to be as early as
Oct. 13. The head start might not seem like a big deal, particularly given the fact that many enthusiasts are already running Windows 7 through a
variety of testing and technical programs, but the situation shows how eager the industry is to make the shift.

There's been a fair bit of discussion about Skype in the technology world lately; whispers here and there have had some believe that it will soon
be sold by its owner, eBay. The lads over at the New York Times have reason to believe that, on Tuesday, said deal will become a reality. The tip came
from two people said to be briefed on the deal by the company itself. You might recall that eBay announced that it was looking to sell Skype back at
the start of this year, though details were sketchy.

Apple experienced a dip in customer satisfaction rankings during the second quarter, as Windows-based PC vendors saw slight improvements yet the
increases were not enough to displace Apple from the lead spot.
According to the American Customer Satisfaction Index (ACSI) for
the second quarter, customer satisfaction with Apple fell 1% from previous polls as vendors such as Gateway and HP won greater approval from their PC
customers. Apples ranking was 84, followed by Dell at 75 and then Compaq (HP), HP and Gateway (Acer) all at 74.

In the European Commission's first public comment on the matter since
Microsoft changed its mind last Friday, a spokesperson for the EC's Office of Competition Policy told
Betanews this morning that it has yet to make up its mind on the matter of whether Microsoft's bundling of Internet Explorer with Windows is
specifically unlawful. This despite the EC having
sent Microsoft a formal Statement of Objections last January which, although still officially
private, Microsoft publicly interpreted as saying such bundling was unlawful.
