Fix Windows 7 Does Not Start After Force Shutdown of Computer

In past we have wrote couple of fixes for Windows 7 like fix for improper windows 7 upgrade, windows 7 sidebar fix, windows 7 hibernation error.
Now here is one more issue found in Windows 7. There’s an issue in Windows 7 (32-bit only) that prevents Windows 7 from starting after the computer has been forced shut down. If you power off your PC without proper shut down then you won’t be able to start your PC again.
This problem occurs if the following conditions are true:
1. Data Execution Prevention (DEP) is disabled either in the BIOS or in the operating system.
2. The system is configured to enter hibernation or to enter hybrid sleep mode when the power button is pressed.
3. The language version of the operating system that you are running is a double-byte character set (DBCS) language. For example, you are running a Chinese, Korean, or Japanese version of Windows 7 on the computer.

Solution:
The only solution to above problem is to start the computer by using a Windows Preinstallation Environment (Windows PE) disc for Windows 7. Then, start the computer in normal mode.

the only problem with pc compare to mac is pc has too much variables of hardware to
combine with and caused compatiblity issues. unlike mac, they are so chicken only use one
type of hardware for all times, took them ages to adopt intel platform, easy for apple to
develope os that work for that comp. this win7 flaw doesn't apply on laptops and still
perfect.
what about the 64 bit version? after i installed my antivirus software (which required a
restart), win7 refused too boot and gave me the black screen.
